HARRISBURG – Acting Secretary of State Leigh M. Chapman has announced the Pennsylvania Department of State filed 16 disciplinary actions against charitable organizations, professional solicitors and professional fundraising counsel during the month of March.
The March 2022 sanctions, all of which are listed on the Department website, included 11 cease-and-desist orders to the following organizations:

- Keystone Warriors, Keystone Warrior Foundation and Mid-Atlantic Veterans Resource Center, 108 Hammond Street, Blandon, PA 19510
- Entrepreneur Alliance of America, 132 East Main Street, Palmyra, PA 17078.
- Women of Color Network, Inc., 922 North 3rd Street, Harrisburg, PA 17102.
- Philanthropy Network Greater Philadelphia, 230 S. Broad Street, No. 402, Philadelphia, PA 19102
- Rachel’s Vineyard Ministries, 808 North Henderson Road, Suite 210, King of Prussia, PA 19406
- iMission Institute, Inc., 470 James Street, New Haven, CT 06513
- Project Medsend, 999 Oronoque Lane, 3rd Floor, Stratford, CT 06614-1379

Secretary Chapman noted that all these organizations – with the exception of Keystone Warriors, Keystone Warrior Foundation and Mid-Atlantic Veterans Resource Center – may not solicit donations or conduct fundraising activities until they have come into compliance with the Solicitation of Funds for Charitable Purposes Act. Keystone Warrior, Keystone Warrior Foundation and Mid-Atlantic Veterans Resource Center has appealed their cease-and-desist order and can continue soliciting donations and conducting fundraising activities pending a decision at their June 13, 2022, hearing.
The bureau maintains a comprehensive list of charitable organizations, professional solicitors and professional fundraising counsel that have been subject to sanctions or corrective measures. This list contains the most up-to-date information on any specific disciplinary action. Each entry includes the name of the charitable organization, professional solicitor or professional fundraising counsel, address, sanction imposed, a brief description of the basis for the disciplinary or corrective measure, and the effective date.
Charitable organizations can register or renew a registration either online or by mail. A list of registration exclusions and exemptions can be found on the department’s website.
Anyone who suspects unethical activity by a charitable organization can file a complaint online. Violations of the Solicitation of Funds for Charitable Purposes Act may result in disciplinary actions including civil penalties and the suspension or revocation of a registration.
