HAGERSTOWN, MD – The Washington County Board of County Commissioners announces the promotion of Jonathan Horowitz to Director for the Department of Business Development.

Horowitz has been employed with Washington County Government for over 3 years. During that time, he has been the Business Leader for the Department of Business Development. In this position, Horowitz was responsible for marketing Washington County to areas outside the state in order to attract new development investments, which supported the creation of new jobs and new tax base to the County.

Prior to his time with Washington County, Horowitz came from a sixteen-year career in business consisting of roles in management, business development, brand management, executive strategy and product development for local, regional, and international businesses. He was also an adjunct professor at Hagerstown Community College from 2017 to 2019.

Horowitz holds a 2002 Psychology degree from Frostburg State University and a Master’s of Business Administration degree from the University of Maryland University College. He is also a member of the International Economic Development Association and the Maryland Economic Development Association. 

As newly appointed Director of the Department of Business Development, Jonathan said, “I am humbled at the confidence afforded to me by the Board of County Commissioners. I am looking forward to using my skills, education, and career experience in this new role to continue pushing Washington County, MD toward the future community we all want to reside in.”

During his time with Washington County Government, Jonathan has been an invaluable asset for the County and an important resource for local and new businesses and I am confident he will continue this success as the new Director of the Department of Business Development,” said County Administrator John Martirano.

Jonathan currently resides in the city of Hagerstown with his wife and daughter. Jonathan enjoys playing guitar and anything to do with cars, especially his old Datsun Z-cars. He spends any remaining time helping his wife with her non-profit animal rescue.
