ON THE BALLOT: Franklin County Municipal Primary 2023

WAYNESBORO – On Tuesday, May 16, Franklin County residents will head to the polls to cast their votes for candidates in a variety of judicial and local races in the Municipal Primary. Polls are open from 7 a.m. to 8 p.m.

In Pennsylvania, there are two open seats on the Superior Court, one on Commonwealth Court, and one on the Supreme Court. In addition, voters will cast ballots in a wide range of local races, including: 

District attorney

  • Ian Brink, R, Shippensburg borough
  • Matthew Fogal, R/D, Chambersburg borough, incumbent

Magisterial district judges

  • 39-2-01: Glenn Manns, R/D, Chambersburg borough, incumbent
  • 39-3-00: Jody C. Eyer, R/D, Montgomery Township, incumbent
  • 39-3-05: Duane K. Cunningham, R/D, Antrim Township, incumbent
  • 39-3-02: Annie Gomez-Shockey, R/D, Washington Township, incumbent
  • 39-3-02: Bryan P. Chappell Jr., R, Washington Township

Waynesboro Borough Council

One candidate per party in each ward moves on to the general election.

Here is everything you need to know before you vote. 

  • You must register before the primary in order to vote. Deadline: Monday, May 1, 2023. *Postmarks will not be accepted. 
  • Last day to request a mail-in or absentee ballot: Tuesday, May 9, 2023. *Postmarks will not be accepted. 
  • Last day to receive voted mail-in or absentee ballots: Tuesday, May 16, 2023. 

In order to vote, you must meet the following criteria: 

  • Must be a U.S. citizen. 
  • Must be at least 18 years of age on or before the day of the election. 
  • Be a resident of Pennsylvania and the election district in which you want to register and vote for at least 30 days before the election. 
  • If you are registered to a third party or no party at all, you will not be allowed to vote for judicial candidates. In order to participate in a party’s primary, you must submit your party registration on or before May 1.
