CHAMBERSBURG – The Franklin County Commissioners proudly presented the April 2023 Employee of the Month award to Donna Kulpak.

Kulpak has been employed with Franklin County since October 2017 and currently serves as a court crier and tipstaff with court administration.

April’s Employee of the Month recipient was determined by the Special Thanks and Recognition (STAR) Committee, which received 28 nominations for the April award, six of which were for Kulpak.

“Donna always steps up to assist other court staff. She trains new court criers and always checks to be sure they are comfortable before going it alone in a courtroom,” said one nomination form. “She is a great teacher, as she knows and explains what needs to be done and has new court criers do the job with her present. Donna double checks the courtroom with the new staff to be sure they have everything they may need for their day. With the recent unexpected loss of [court crier] John Buhrman, we have counted on Donna even more and she jumps in anywhere she is needed without complaint.”

Another colleague wrote, “Donna is so dedicated to her job. She is very dependable and efficient and does her job to perfection. She is always pleasant, friendly, helpful and very willing to help out with whatever is needed. Donna is helpful to the jurors during jury selection and during trials. She always makes sure that court criers have all the paperwork they need and that the attorneys and judges get what they need during court appearances. She is an asset to the court and also to Franklin County.”

“Donna is always available! She serves in many courtrooms and is always willing to help and serve,” stated another nomination form. “Donna is thorough with her work and nothing ever seems to ruffle her feathers. She is also very professional and likable. Courthouse staff in various capacities often comment about how nice it is to have Donna in the courtroom.”

“Donna is a model employee on a daily basis,” said one coworker. “During the COVID pandemic, Donna was available and ready whenever court administration needed her. Along with her willingness to help out whenever needed, Donna shares a wonderful relationship with every judge. She knows exactly how to do her job. In the courtroom, Donna is always alert and aware of everything going on. She is also always training new court staff.”

Kulpak’s outstanding characteristics are attributes that have not gone unnoticed by her peers, and her efforts assist court administration run smoothly. She is described as pleasant to work with, hard working, and as someone who exhibits a professional attitude, a willingness to help and a dedication to her job.

“On behalf of all of the Common Pleas judges, I extend congratulations to Donna on her recognition as Employee of the Month,” said President Judge Shawn Meyers. “Donna exemplifies the dedication to public service that all of our court criers and tipstaves past and present provide the courts and our community each and every day.”

The Franklin County Commissioners congratulated Kulpak on her recognition and thanked her for her excellent work and for exuding such a high standard of customer service, excellence and respect to the employees and residents of Franklin County.
