CHAMBERSBURG–Town Council will meet today, Monday, May 8, at 7 pm. in Borough Hall. The agenda is as follows:

All meetings shall be held at 7 p.m. in Council Hall, First Floor, Utility Addition Building, 100
South Second Street, Chambersburg, Pennsylvania. (Enter through the Rear Parking Lot or Queen Street
Entrance). Any person who needs an accommodation in order to gain access to or participate in the

    of Guilford Avenue and Fifth Street Should be a 4 Way Stop
    5.08 Authorization to Refer to Parking, Traffic and Street Light Committee the Water Street Linear Park Redesign Project

    5.09 Authorization to Approve a Resolution to Apply for Grant Funding to Support the Future Southgate Rail Trail and Linear
    Park Development Project and Further to Authorize the Filing of an Application to the Commonwealth Financing Authority’s
    Greenways, Trails and Recreation Program
    5.10 Authorization for Proper Borough Officials to Execute a Pole Attachment License Agreement with Crown Castle Fiber,
    LLC to Attach and Maintain Cables on Borough Owned Poles
    5.11 Authorization for the Staff to Work with the Franklin Fire Company Fire Police (Station 4) and Fire Police Units Outside
    the Borough to Participate and Provide Assistance in Non-Emergency Events
    5.12 Authorize the Electric Department to Assume Ongoing Operation and Maintenance Expenses of Streetlights Installed by
    the Borough Along Borough-Owned Streets within Falling Spring Meadows Subdivision; and Further, to Terminate Associated
    Rental Agreements
    5.13 Authorization to Approve a New Edition of the Chambersburg Borough Utility Service Manual (USM)
    5.14 Authorization to Execute a Memorandum of Understanding (MOU) Between the Chambersburg Police Officers
    Association and the Borough of Chambersburg, Addressing Acting Lieutenant and Acting Inspector Compensation
    5.15 Authorization to Approve a Resolution Amending the Rules and Regulations of the Civil Service Commission to Update
    Sections Related to General Qualifications – Applicants for Police Lieutenant and Inspector
    5.16 Authorization to Approve an Agreement with the Pennsylvania Fish and Boat Commission for a Grant Totaling $52,500
    for the Conococheague Creek Adaptive Canoe and Kayak Launch at the Chambersburg Rail Trail Project

    6.01 Authorization to Re-approve and Re-stamp Borough Plan RE-1581, a Final Subdivision Plan for Joseph C. and Mary
    Margaret Osterman to Subdivide Lots at 735 Lortz Avenue
    6.02 Authorization to Approve Local Share Account Grant Contract No C000085493 with the Pennsylvania Commonwealth
    Financing Authority for Funding Totaling $879,865.00 for the Spring Street Amphitheater Project to be Administered and
    Completed by Downtown Chambersburg, Inc. through Host Municipality and Cooperation Agreement that was Approved by
    Town Council on April 24, 2023

    7.01 Hear Report of Matters Discussed at the May 2, 2023 Planning and Zoning Commission Meeting
    7.02 Authorization for the Proper Borough Officials to Execute the Purchase of up to Four (4) Block Energy Products, New or
    Increased Credit Requirements as Appropriate, and Live Prices Not to Exceed $53.10/MWh, $57.03/MWh, $64.83/MWh, and
    $48.00/MWh (Respectively) per the Upcoming Request for Proposal Live Pricing and Further, to Authorize the Council
    President, Borough Manager, Electric Department Director, Solicitor (the Power Team) to Approve the Purchase of
    Opportunistic Block Energy Hedges for Future Periods if the Electric Energy Future Price Falls Below the Not to Exceed Price
    as Detailed Herein within the Next Six Months
