BOARD ACTIONS (This is a draft contract list. After review, items may be deleted or added at a Commissioners public meeting.)

1. Commissioners – The following policies: Franklin County American with Disabilities Act (ADA) Reasonable Accommodation Policy (revised policy #301.02); Employee Travel and Reimbursement Policy (revised policy #901.02); Introductory Period (revised policy #207.02); Telework Policy (revised policy #638.02); Investment Policy (revised policy #915.01); and Procurement Policy (revised policy #903.02).

2. Community Connections – The following lease agreements for the HUD Permanent Supportive Housing Lease Program (SHP I/II) that covers the total rent plus any landlord covered utilities for their program participants. The leases are for the period of August 1, 2023 through August 1, 2024. The County holds the Lease with the landlord and the program participant subleases from the County. Program participants are responsible for utilities that are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the program participant’s adjusted gross income for the year. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing.

a. Micah Gingrich for a total lease amount of $8,700.00

b. Sally C. Sussman for a total lease amount of $8,700.00

3. **Grants – This 2023 Home4Good grant application is for a Federal Home Loan Bank grant requesting funding for Supportive Services for Shelter + Care program participants. In addition, funds will be used to provide basic furnishings for new participants. HUD provides funding to cover the rental subsidies for this program, but it does not provide funding for supportive services or basic furnishing necessities for individuals needing these forms of assistance. This funding will be used as part of the 25% required HUD match if it is awarded. The total amount of the grant is $20,000.00 for the time period of October 1, 2023 to September 30, 2024.

4. Jail – Resolution #2023-12 declaring the need for emergency replacement and repair of the generator at the Jail.

5. **Planning – Work order authorization from Michael Baker International to conduct a trail connector study between Waynesboro Borough and Washington Township near Renfrew Park. The Franklin County Metropolitan Planning Organization (MPO) approved this proposal at their last regularly scheduled meeting. The cost of work is based on a firm fixed price of $14,050.00 and will not exceed that amount unless otherwise agreed to in writing by both parties. Michael Baker will be providing planning services for the study through the MPO On-Call Contract dated February 17, 2021.

6. Planning – Resolution #2023-11 by the Franklin County Commissioners to approve the License Agreement, DEP File No. GP112803223-002, with the Commonwealth of Pennsylvania and to authorize Carrie Gray as County Administrator to take actions to enact that agreement.

7. Risk Management – Quote from AllCom Global Services to upgrade Milestone so that all County cameras will be available without requiring remote access into other programs at a cost of $75,762.34. This also eliminates the need for users to check every camera to ensure it is functioning correctly and recording and will also reduce the lag we currently experience with cameras. In addition, this includes integration with custom software so we can receive specialized alerts.
