CHAMBERSBURG–Franklin County Commissioners will meet today, Aug. 2, beginning at 11 a.m. in the administration building. The agenda is as follows:

BOARD ACTIONS (This is a draft contract list. After review, items may be deleted or added at a Commissioners public meeting.)

1. Commissioners – The following policies: Franklin County American with Disabilities Act (ADA) Reasonable Accommodation Policy (revised policy #301.02); Employee Travel and Reimbursement Policy (revised policy #901.02); Introductory Period (revised policy #207.02); Telework Policy (revised policy #638.02); Investment Policy (revised policy #915.01); and Procurement Policy (revised policy #903.02).

2. Children & Youth – Service Agreement between the County of Franklin and Park’s Garbage Services, Inc. for the rental of a roll-off trash dumpster to be used by a C&Y consumer for a period of two weeks beginning on July 25, 2023. The cost includes a delivery fee of $100 + fuel, $250 + fuel for each haul and $85 per ton. Park’s Garbage Services, Inc. is the only trash company that services the Fannettsburg area.

3. Community Connections –Lease agreement between the County of Franklin and 80 S. Main, LLC for the HUD Permanent Supportive Housing Lease Program (Shelter Plus Care PA0649) that covers the total rent plus any landlord covered utilities for their program participants at a cost of $9,425.00 for the period of August 1, 2023 through August 1, 2024. The County holds the Lease with the landlord and the program participant subleases from the County. Program participants are responsible for utilities that are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the program participant’s adjusted gross income for the year. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing.

4. Court Administration – Agreement between the County of Franklin and Pyramid Healthcare, Inc. to provide substance use and mental health treatment services to Good Wolf Treatment Court participants at a cost of $8,000.00 for the period of October 1, 2022 through September 30, 2023.

5. Fiscal – Supplemental Appropriation in the amount of $33,000.00 to reallocate funding for FY 2022-2023 within the Human Services Block Grant. This appropriation moves funding from the Mental Health and Intellectual and Developmental Disabilities programs to the Human Services Development Fund to support wages and benefits for the Information and Referral Coordinator position, human services professional development training day and the Military Share Program.

6. Fiscal – Supplemental Appropriation in the amount of $21,000.00 for the anticipated insurance reimbursement from the landlord’s insurer for flood damage caused by a water main break in December 2022 at the Norland Avenue building housing the Area Agency on Aging and the Chambersburg Senior Activity Center. Costs to the Aging program for damaged items included computers and related equipment and furniture.

7. **Human Resources – Engagement Letter from KIOSITE for an applicant tracking system (ATS) that will enable the Human Resources Department to automate routine tasks, making the department more efficient, and processing new hires faster at a cost of $25,000.00 for the period of August 2, 2023 through August 2, 2024. The ATS will speed up the recruitment cycle, improve the quality of hiring, enhance reporting and compliance, and improve the onboarding process. Having an ATS will also reduce the use of paper and the storage of applications as it will all be electronic. A Request for Proposal (RFP) was completed and seven companies responded to the RFP. KIOSITE was the lowest qualified proposal received.

8. **Information Technology Services – Project Change Request from CDI, LLC for services provided to fix an issue with our Active Directory Federated Services (ADFS) system on July 17th which prevented access to several key cloud applications which included KRONOS and Workforce Ready which were needed as it was a current timesheet reporting week. CDI agreed to troubleshoot and were able to fix the issue. This addendum adds these hours for their previous service contract executed on April 26, 2023 for an additional amount of $1,500.00. All other terms and conditions of the original agreement will remain in full force and effect.

9. **Jail – Proposal from Berkshire Systems Group (BSGI) to replace an existing loop for the fire alarm system at a cost of $35,837.00. This is upgrading the existing system loop to the latest technology of fire protection by Siemens. This includes a new base for the system. The plan is to replace two this year to finish with the final loop in 2024. This company is under Co-Stars #040-E22-129 and is sole source.

10. **Jail – Maintenance Agreement between the County of Franklin and Real Time Networks, Inc. for maintenance of the Jail’s electronic security key management system at a cost of $6,065.00 for the period of September 1, 2023 through August 31, 2024. The key management system allows the Jail access and total accountability of all key sets. The service provides the ability to create logs and inventories needed for state inspections, as well as, providing total security and safety measures needed for key control.

11. Planning – Standard Bridge Reimbursement Grant Agreement between the County of Franklin and Pennsylvania Department of Transportation (PennDOT) for reimbursement agreement #R23080015 with PennDOT for costs associated with the replacement of County Bridge #130, carrying West King Street over Falling Spring Creek, which is authorized to use federal funding reimbursement through the Franklin County Metropolitan Planning Organization (MPO) Transportation Improvement Program. The grant is for a total amount of $884,712.00.

12. Planning – Standard Bridge Reimbursement Grant Agreement between the County of Franklin and Pennsylvania Department of Transportation (PennDOT) for reimbursement agreement #R23080016 with PennDOT for costs associated with the replacement of County Bridge #131, carrying West King Street over Conococheague Creek, which is authorized to use federal funding reimbursement through the Metropolitan Planning Organization (MPO) Transportation Improvement Program. This grant is for a total of $890,399.00.

13. Risk Management – Proposal from AllCom Global Services to add two cameras- 1 interior and 1 exterior to the blind spots in the Judicial Center at a cost of $10,362.55. AllCom used a non-whole number on the labor to get us the lowest price.

In accordance with PA Act notifications, RETTEW notified the County of a Pennsylvania Department of Environmental Protection NPDES renewal permit being applied by Shippensburg Borough Authority for the Gunter Valley Water Treatment Facility on property located in Lurgan Township.
