CHAMBERSBURG–Franklin County Commissioners will meet today, Aug. 10, beginning at 10 a.m. in the administration building. The agenda is as follows:

o   REVIEW BOARD ACTIONS – See attached listing

o   BOARD APPOINTMENTS -The Board will consider appointing Dr. Irakli Mania to the Franklin County Mental Health/Intellectual & Developmental Disabilities/Early Intervention Advisory Board for a term of July 1, 2023 through July 1, 2026.

o   PRESENTATION – Keystone Rural Health’s Certificate of Appreciation to thank the Commissioners for their support over the years.  As part of National Health Center Week, today is “Stakeholder Appreciation Day.”

BOARD ACTIONS (This is a draft contract list. After review, items may be deleted or added at a Commissioners public meeting.)

1. Commissioners – Agreement between County of Franklin and Borough of Chambersburg to install 3 warning signs and pavement markings for a pedestrian crosswalk at the intersection of N. Second Street and Grant Street, Chambersburg, PA. at a cost of $2,200.00.

2. Community Connections – Amendment No. 1 to the Agreement (dated August 1, 2023) between the County of Franklin and Mental Health Association of Franklin and Fulton Counties to provide behavioral health outpatient services. This amendment is to correct the contract amount listed on page 2 of the contract to be $9,030.00. All other terms and conditions of the original agreement will remain in full force and effect.

3. Community Connections – Lease agreement between the County of Franklin and Sarlin Properties for the HUD Permanent Supportive Housing Lease Program (Supportive Housing Program I/II) that covers the total rent plus any landlord covered utilities for their program participants at a cost of $9,425.00 for the period of August 1, 2023 through August 1, 2024. The County holds the Lease with the landlord and the program participant subleases from the County. Program participants are responsible for utilities that are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the program participant’s adjusted gross income for the year. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing.

4. Community Connections – Amendment No. 1 to the Contract (dated August 1, 2023) between the County of Franklin and Waynesboro Community and Human Services for coordination of rapid rehousing and homelessness prevention services. This Amendment is to correct the Emergency Solutions Budget amounts listed on page 17, Appendix A. The initial contract had under rapid rehousing $16,163.00 and it should have been $16,165.00. All other contract details will remain the same.

5. **Community Connections – Lease agreement between the County of Franklin and Washington Square Apartments the HUD Permanent Supportive Housing Lease Program (Supportive Housing Program I/II) that covers participants’ total rent plus any landlord covered utilities at a cost of $8,164.00 for the period of August 1, 2023 through August 1, 2024. The County holds the Lease with the landlord and the program participant subleases from the County. Program participants are responsible for utilities that are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the program participant’s adjusted gross income for the year. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing.

6. Jail – Agreement between the County of Franklin and Corrections Consulting Services LLC for PREA Auditing services at a cost of $6,450.00. This audit is mandated per the state of Pennsylvania. The services include: comprehensive audit, pre-audit, onsite audit, and post audit reporting. The post audit report will include any corrective plans required for operations. An audit is required by law to be completed every three (3) years. This audit and its information will keep the Franklin County Jail in compliance with all state and federal PREA regulations and law.

7. Tax Claim – Approval to accept bids made by Diana Barrick in the amounts of $125.00 and $160.00 on the repository sale of two mobile homes located in St. Thomas Township. And approval to accept bids made by Logen Pogue in the amounts of $100.00 and $160.00 on the repository sale of two mobile homes located in Letterkenny Township.
