CHAMBERSBURG–Franklin County Commissioners will meet today, Sept. 6 beginning at 11 a.m. in the administration building. The agenda is as follows:

REVIEW/WORKSHOP SESSION (11:00 a.m.)

●       NEW BUSINESS

o   REVIEW BOARD ACTIONS – See attached listing

o   PRESENTATION – The Commissioners will present a check to the Boys and Girls Club of Chambersburg and Shippensburg for the Dress Down Fundraiser for August.

o   PROCLAMATION – The Board will consider Proclamation #2023 – 19 for the purpose of proclaiming the month of September as Hunger Action Month in Franklin County.

o   SALARY BOARD

▪        Approval of Salary Board minutes from July 26, 2023

▪        The Board will consider reclassifying the position of Treatment Court Coordinator from a grade 14 to a grade 16 in Court Administration.

▪        The Board will consider reclassifying the positions of Court Crier from a grade 1 to grades 2, 3 or 4 in Court Administration.

▪        The Board will consider deviating from the County’s Pay Grade Change Policy to increase the starting rate of pay offer to a candidate for the Magisterial District Administrative Assistant I position in Court Administration.

▪        The Board will consider the creation of an Administrative Assistant II position in Court Administration.

▪        The Board will consider moving an Administrative Officer/Deputy Coroner position from 37.5 hours a week to 40 hours a week in the Coroner’s Office.

▪        The Board will consider deviating from the County’s Pay Grade Change Policy to increase the starting rate of pay offer to a candidate for the Director, Department of Emergency Services position.

o   PERSONNEL The Board will consider approving the revised position descriptions for Court Crier and Treatment Court Coordinator in Court Administration.

BOARD ACTIONS (This is a draft contract list.  After review, items may be deleted or added at a Commissioners public meeting.) 

1. **Commissioners – Renewal of the agreement between the County of Franklin and Thryv for renewal of yellow pages for the Area Agency on Aging at a cost of $32.00 per month for a total of $576.00 for the period of December 1, 2023 through May 31, 2025.  This is an increase of $170 over last year’s agreement.  PA Department of Aging regulations require the Area Agency on Aging must be advertised in the yellow pages.

2. Department of Emergency Services – Agreement between the County of Franklin and WellSpan EMS, LLC to formalize first responder’s access, use and associated responsibilities of third-party web-based remote alerting applications.  This will replace the current agreement with Penn State Health Life Lion, LLC, signed December 21, 2022.

3. Drug & Alcohol – Updated contract listing for additional contracts and addendums for fiscal year 2022/2023 for the Drug & Alcohol department.  Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services.

4. Information Technology Services – Revised Information Technology Acceptable Use Policy #608.05 for the purpose of presenting a clear pattern of acceptable uses for county-provided technology and the safekeeping of information.  

5. Juvenile Probation – Grant in Aid to Juvenile Court Judges Commission to receive Grant in Aid Funds in the amount of $134,221.00 plus an additional amount of $3,278.95 for unused amount from last year’s grant funding.  This grant is for the period of July 1, 2023 through June 30, 2024.  This funding is for compensation towards salaries, bonuses and programs costs.

6. Planning – Request from Franklin County Community Connection Division to provide a cash match to the 22-23 and 23-24 Housing and Urban Development (HUD)Permanent Supportive Housing Program in the amounts of $7,000 and $25,000 respectively and to provide $5,000 for transitional housing expenses.  The funds would come from the Housing Trust Fund.  

7. **Risk Management – Quote from AutoClear for purchase of 3 X-Ray Units for use at the Courthouse Annex, Hearing Annex, and Human Services Building at a cost of $78,697.02.  The 3 current X-Ray units are not able to be under the current contract since they are over 7-10 years old which runs out at the end of August.

8. **Risk Management – Loss Prevention Grant Program Application to PCoRP requesting a grant in the amount of $30,000.00 to help fund the cost of the X-Ray machines for the Courthouse Annex, Hearing Annex and Human Services Building.

9. Risk Management – Quote from Ceia USA, LTD for purchase of 3 magnetometers/metal detectors for the Courthouse Annex, Hearing Annex, and Human Services Building at a cost of $20,027.54.

10. Risk Management – Quote from Everbridge for the County’s internal alert system at a cost of $13,489.92 for the period of December 21, 2023 through December 20, 2028.
