Kelcee holds a Bachelor of Arts degree in Accounting from Juniata College and is actively working toward the prestigious Certified Public Finance Officer (CPFO) designation through the Government Finance Officers Association (GFOA).

Kelcee began her dedicated service with Washington County in 2014, initially joining the team as an accountant. Over the years, she has demonstrated unwavering commitment and outstanding financial acumen, leading to her promotion to the role of Deputy Director of Budget and Finance in 2018. Recognized for her exceptional contributions, Kelcee was appointed as the Interim Chief Financial Officer in December 2021.

Her membership in professional organizations reflects her commitment to maintaining the highest standards in financial management. Kelcee is an active member of both the Maryland Government Finance Officers Association (MD-GFOA) and the Government Finance Officers Association of the United States and Canada (GFOA).

Kelcee extends her dedication to her community as a youth group leader and treasurer for her church. Her family has deep ties to Washington County, with her husband’s nearly 19 years of service to the county. Together, they are proud parents of two children.

“Kelcee’s extensive experience, educational background, and commitment to professional development make her a valuable asset to Washington County. Kelcee has a reputation for being an astute financial professional, exhibiting effective leadership and as a transparent collaborator, making her the clear choice for this key county role,” said Michelle Gordon, County Administrator. “I am excited to have her join my senior management team further reinforcing the county’s dedication to sound financial management and accountability.”
