CHAMBERSBURG–Franklin County Commissioners will meet, Dec. 27, beginning at 11 a.m. in the administration building. The agenda is as follows:

BOARD ACTIONS:

Commissioners – Resolution #2023-27 authorizing the Drug and Alcohol Administrator to execute certifications regarding the use of abatement funds from the Commonwealth of Pennsylvania Opioid settlement on behalf of the County.

2. Commissioners – Investment Policy Statement, dated January 2024, for the Franklin County Post-Employment Benefits (OPEB) Fund that was reviewed at the OPEB meeting on December 6, 2023.

3. Commissioners – Investment Policy Statement, dated January 2024, for the Franklin County Employees’ Retirement System that was approved by Retirement Board on December 6, 2023.

4. Human Resources – Statement of Work to the master service agreement signed April 1, 2022 between the County of Franklin and Quest Diagnostics Health and Wellness, LLC to continue offering biometric screenings for employees as part of the County’s Wellness Program at a cost of $51.00 per participant. Monthly charges are expected to vary. A $500 program set up fee is required for 2024. This statement is for the period of February 1, 2024 through December 15, 2024. The screening is a Heart & Glucose Panel with Total Cholesterol, HDL Cholesterol, LDL Cholesterol, Cholesterol/HDL Ratio, Triglycerides, and Glucose readings along with Height, weight, calculated Body Mass Index (BMI), blood pressure and waist circumference.

5. Human Resources – Collective Bargaining Agreement between the County of Franklin and American Federation of State County and Municipal Employees (AFSCME), AFL-CIO District Council 89, for the period of January 1, 2024 through December 31, 2027.

6. **Jail – Agreement between the County of Franklin and Ehrlich Pest Control to provide pest control service at the Jail for a total cost of $20,054.00 for the period of January 1, 2024 through December 31, 2028. The service covers interior and exterior general pest control coverage. This service will be semi-monthly (2 times per month), unless other services are required.

7. **Property Management – Contract between the County of Franklin and Automated Logic Contracting Services Inc. to perform scheduled maintenance visits covering the automation equipment and systems for the period of January 1, 2024 through December 31, 2026 at a cost of $20,750.00 for year 2024, $21,995.00 for the year 2025 and $23,315.00 for the year 2026
