Board Actions

  1. Aging – Agreement between County of Franklin and Norland Avenue Pharmacy to
    provide prescription medications at a rate of $10.00 per prescription for the period of
    February 1, 2024 through June 30, 2024 with a maximum encumbrance of $10,000.00.
    The County will pay for packaging and delivery of medications. The consumer is
    responsible for co-payment of medications. The Contractor reserves the right to fill and
    deliver medications from either Norland Avenue Pharmacy in Chambersburg, or Carl’s
    Drug Store in Greencastle, based on the location of the consumer. Delivery to
    consumers within a 20 mile radius is free of charge. Outside the 20 mile radius, a
    delivery fee will be charged to the County. The cost will be paid by the PDA Aging Block
    Grant.
  2. **Commissioners – Change Order #018 from Lobar, Inc. for the Franklin County
    Courthouse Annex Project general construction for adding window film at frame F17 on
    the fourth floor at a cost of $1,312.86. This will be paid from bond funds.
  3. Criminal Justice & Grant Management – Application to the PA Commission on Crime
    and Delinquency in the amount of $201,020.00 for the period of October 1, 2024 through
    September 30, 2026. The funding will be utilized to cover wages, benefits, travel, and
    needed supplies for a contracted social worker in the Franklin County Public Defender’s
    Office.
  4. Department of Emergency Services – 2023 County Annual HazMat Report to
    Pennsylvania Emergency Management Agency (PEMA) to provide the data needed to
    create the statewide annual report to the General Assembly. This report is a requirement
    to apply for Hazardous Material Response Fund (HMRF) grant funding, which is used to
    create emergency plans, purchase response equipment, training and exercises.
  5. Grants/CJAB – Application to the PA Commission on Crime and Delinquency in the
    amount of $2,000.00 for the period of March 1, 2024 through December 31, 2024. The
    funding will be utilized to help pay for a facilitator for CJAB strategic planning.
  6. **Jail – Agreement between the County of Franklin and NRG Building Services, INC to
    provide maintenance service to the Schneider Electric DDS Control System and JACE
    Network for the period of July 1, 2024 through June 30, 2029 at a cost of $50,100.00.
    The contract protects and ensures that the controls received calibrations and the
    adjustments to maintain the equipment allowing it to run efficiently and effectively. The
    Schneider Electric DDS Control System controls the heating, ventilation and air
    conditioning equipment. The JACE Network is the main controller that distributes control
    programming, algorithms and data points for all the field level controllers on site. The
    field controllers are all the HVAC mechanical systems. The cost will be paid from the
    general fund.
