CHAMBERSBURG–Franklin County Commissioners will meet, March 13, beginning at 10 a.m. in the administration building. The agenda is as follows:

▪ The Board will consider appointing the following individuals to the Franklin County Visitors Bureau Board of Directors for terms to expire on January 31, 2025: Pattie Nitterhouse – Secretary / Assistant Treasurer, Amy Hicks, Jackie Mowen, John Flannery, Scott Brown, Debby Cunningham, Steve Christian

▪ The Board will consider appointing the following individuals to the Franklin County Visitors Bureau Board of Directors for terms to expire on January 31, 2026: Bonnie Shockey – President, Melodie Anderson-Smith – Vice President, Paul Luka – Treasurer / Assistant Secretary, Michael Ross, Beth Thoresen, Casey Phebus, Jamie Stoner

o SALARY BOARD

▪ The Board will consider actions requested by the Courts regarding the Juvenile Court Hearing Officer position.

BOARD ACTIONS

**Aging – Agreement between the County of Franklin and Kauffman Community Center for the rental to host a $cam Jam on Tuesday, June 11, 2024 from 8:00 AM till 2:00 PM at a cost of $1,760.00. The cost will be paid from the PDA Aging Block Grant.

2. **Commissioners – Change Order #019 from Lobar, Inc. for the Franklin County Courthouse Annex Project general construction for additional masonry work to maintain existing fire ratings on all floors from September 26, 2023 thru December 22, 2023 at a cost of $10,605.34. This will be paid from bond funds.

3. **Commissioners – Change Order #020 from Lobar, Inc. for the Franklin County Courthouse Annex Project general construction to revise opening at 302 and delete one Coiling Fire door at a savings of $1,038.80.

4. **Commissioners – Change Order #021 from Lobar, Inc. for the Franklin County Courthouse Annex Project general construction to revise locksets on second floor at a cost of $2,482.16. This will be paid from bond funds.

5. Commissioners – Agreement between the County of Franklin and East Side Partners, LLC for renting of Suite B of the building located at 2038 Lincoln Way East, Chambersburg, Pennsylvania for the office space of Magisterial District Judge – 39-3-07- Kelly L. Rock for the period of May 1, 2024 thru April 30, 2025 at a cost of $69,696.00. This will be paid for by the General Fund.

6. Human Resources – Agreement between the County of Franklin and Wellness IQ, Inc. to provide direct customer support and professional services to the County for the WellRight platform from May 1, 2024 through December 31, 2026, They will assist on the administrative side with setting up the annual program, challenges and will serve as a point of contact for HR staff to answer questions or with issues with system operations. This will replace WellRight’s support, but County employees will continue to use the WellRight website/platform. There will be no disruption to end users. Same PEPM rate, 2024 PEPM of $2.08, 2025 PEMP of $3.50, and 2026 PEPM of $3.50, for the remainder of 2024 that was already expected from WellRight so there isn’t any impact to this year’s budget expected.

7. MH/IDD/EI – This is a Memorandum of Understanding between Franklin and Fulton Counties MH/IDD/EI and Cumberland and Perry Counties MH.IDD for a joint long-term structured residence (LTSR) project to provide treatment and rehabilitation services to adults with serious mental illnesses who were justice involved or incompetent to stand trial. The MOU memorializes the respective responsibilities between and among the Counties with respect to administering the grant funds and the services to be provided through use of the grant funds. The MOU shall become effective on the date last approved by Counties and shall end upon all grant closeout requirements being met.

8. Tax Services – Contract between County of Franklin and Government Software Services, Inc. to print & mail approximately 2600 notice of Return & Claim letters to delinquent taxpayers by certified mail. This service includes electronic signatures with signature retrieval by vendor. This notification is a requirement by law for all 2023 delinquent taxpayers. Postage to be paid in advance. All costs associated with this service is added onto the delinquent taxpayers accounts. Request for quotes were obtained with three responses. This is the lowest qualified quote received. Total cost is $20,870.00 to be paid by the General Fund.

9. **Veterans Affairs – Grant Agreement between County of Franklin, Grantee, and PA Department of Military and Veteran Affairs, Grantor, in the amount of $15,000 with a performance period of June 1, 2024 thru may 31, 2025. This grant provides support toward training services for Operation Save-A-Vet/ Save-A-Pet.

10. **Veterans Affairs – Agreement between County of Franklin and Penn National Golf Course and Inn for the 8th Annual Franklin County Veteran Affairs Golf Tournament to be held on August 30, 2024 at a cost of $16,020.00. Due to the increase in the number of golfers this contract supersedes the contract dated January 12, 2024. The cost will be paid by registrations, sponsorships and donations.
