CHAMBERSBURG–Franklin County Commissioners will meet, April 10, beginning at 10 a.m. in the administration building. The agenda is as follows:

3.01 Vouchers

3.02 Community Connections – Amendment to the contract between County of Franklin and South Central Community Action Programs, Inc. (SCCAP) updating the effective dates to December 7, 2022 through June 6, 2024. All other terms and conditions of the Original Contract remain in full force and effect.

3.03 Community Connections – Amendment to the contract between County of Franklin and Waynesboro Community and Human Services updating the effective dates to December 7, 2022 through June 6, 2024. All other terms and conditions of the Original Contract remain in full force and effect.

3.04**Grants – Amendment to the contract between County of Franklin and Commonwealth of Pennsylvania Department of Community and Economic Development for the Emergency Solutions Grant Program. This amendment will allow Franklin County’s contract to reallocate funding for Case Management and Essential Services under the Street Outreach activity line because the sub-recipient, Maranatha

Ministries Inc., is unable to spend down the awarded funds.

3.05 **Information Technology Services – Quote between County of Franklin and PhivTech Solutions LLC for $11,157.00 to complete data wiring in the Dorsett Building. This includes data and fiber in order to connect it up to the County’s network. This will be paid from the General Fund. This is a COSTARS vendor.

3.06 Planning – Sub recipient Agreement between Franklin County and Waynesboro Community and Human Services’ approved project for the FY 2022 Community Development Block Grant (CDBG) contract. The FY 2022 CDBG funds will be used to support WCHS’ Community Health Nurse Program in its expansion into Antrim Township and Greencastle for a period of May 19, 2024 through May 20, 2026 at a cost of $10,845.00. This will be paid from the FY 2022 Community Development Block Grant.

3.07 Planning – Sub recipient Agreement between Franklin County and Borough of Greencastle’s approved project for the FY 2022 Community Development Block Grant (CDBG) contract. The FY 2022 CDBG funds will be used on the construction of 10 ADA ramps, one crosswalk, 4 crosswalk signals, and approximately 400 square feet of ADA compliant sidewalk and curb at locations along Disert Drive, Walter Ave, and Route 11 for a period of May 19, 2024 through May 20, 2026 at a cost of $286,103.00. This will be paid from the FY 2022 Community Development Block Grant.

4. Regular Agenda

4.01 Aging – An agreement between the County of Franklin and Whitmoyer Buick-Chevrolet to purchase a new 2024 Chevy Trailblazer for Aging. With a return to in person trainings and being fully staffed having a second vehicle will help to meet Aging’s needs at a cost of $22,800.00. There were a total of four bids and this is the lowest qualifying one. This will be paid from the PDA Aging Block Grant.

4.02**Coroner – Agreement between the County of Franklin and Ferno to purchase a Ferno iNX Power Stretcher for use with the transport van for autopsies at a cost of $32,517.80. This will be from the Equipment Replacement Fund.

4.03**Jail – Agreement between the County of Franklin and Shank’s Lawn Equipment to purchase a new zero turn mower to replace the existing 12+ year old mower that requires repairs almost weekly at a cost of $15,150.80. In addition, the acquisition of the FLAT Building in 2023 has added the responsibility of mowing both the Jail and the FLAT Buildings acreage. The FLAT Building sits on a piece of land with many steep hills, and a multitude of sharp elevational changes. This will be paid from the Jail store Account. This is a COSTAR approved vendor.

4.04**Purchasing – An agreement between the County of Franklin and Provantage LLC to purchase 14 Clickshare presentation systems for the Courthouse Annex at the cost of $1,169.00 each. This will be paid from the Bond fund. There were five quotes and this is the lowest qualified quote.
