CHAMBERSBURG–Franklin County Commissioners will meet, May 22, beginning at 10 a.m. in the administration building. The agenda is as follows:

3.01 Vouchers

3.02 Commissioners – assignment of criminal court conflict counsel from Mooney Law to Shawn Stottlemeyer. This is contingent on signing from the other parties. The original contract was dated November 2, 2022 through December 31, 2024. All other terms and conditions remain the same, including a 2024 annual rate of $68,514.90.

3.03 Drug & Alcohol – Agreement between the County of Franklin and the Pennsylvania Recovery Organizations Alliance, Inc. for training of Certified Recovery Specialists (CRS) and Certified Family Recovery Specialists (CFRS) to directly address current workforce gaps at a cost of $9,000.00. This will be paid by the Opioid Settlement Fund.

3.04 Tax Services – Approval to accept a bid made by Tim Hill in the amount of $100.00 on the repository sale of a mobile home located in Greencastle.

3.05 Personnel – The Board will consider approval of the job description for revised E911 Communications Coordinator.

3.06 Personnel – The Board will consider approval of the job description for 911 Telecommunicator II.

3.07 Personnel – The Board will consider approval of the job description for 911 Telecommunicator III.

3.08 Policy – The Board will consider changes to the County Procurement Card Policy.

3.09 Policy – The Board will review revisions to the Jail’s Immigration and Customs Enforcement Policy.

4. Regular Agenda

4.01 Criminal Justice & Grant Management – The County of Franklin is requesting $110,169.00 to assist in both retaining and recruiting attorneys and support staff for the Public Defender’s Office to ensure that

Franklin County is able to provide adequate and effective legal representation to individuals who qualify for these services. This will be paid by the State.

4.02 Drug and Alcohol – Agreement between the County of Franklin and the Grant Street Loft for an overview and visit of the Franklin / Fulton Drug and Alcohol with the Secretary from the Department of Drug and Alcohol Programs (DDAP) on August 6, 2024. The venue was chosen after evaluating multiple county-owned properties, due to its ability to meet the specific requirements of the Secretary’s office and its convenient location at a cost of $1,779.40. This will be paid by the State.

4.03 PROCLAMATION – SCCAP – Megan Shreve, CEO and Cheryl Brown, Resource Development

5. SALARY BOARD

5.01 Public Comment

5.02 Approval of Salary Board minutes

5.03 The Board will consider actions requested by Juvenile Probation regarding the release of Grant in Aid budget funds.

5.04 The Board will consider actions requested by Information Technology Services regarding Systems Administrator starting pay rate offer.

5.05 The Board will consider actions requested by Human Services regarding temporarily reclassifying the HR Coordinator-Benefits position from full-time to part-time.

ACT 14, 67, 68 and 127 NOTIFICATIONS

In accordance with PA Act notifications, the Borough of Chambersburg notified of their intent to reapply for an operating permit for the Orchard Park Generation Statin located at 1489 Sheffler Drive, Chambersburg, PA 17201. The current permit expires at the end of February 2025. The new application will be submitted by the end of June 2024.
