CHAMBERSBURG – The Franklin County Commissioners have proclaimed May 2024 to be Community Action Month in Franklin County. In doing so, the commissioners are highlighting the impact South Central Community Action Programs (SCCAP) has had on the residents and communities in Franklin and Adams counties for the past 60 years.

For six decades, the national Community Action Network has assisted millions of Americans each year in changing their lives and improving communities across the country by offering programs and services designed to help individuals and families succeed. That includes providing high-quality educational programs for children, job training for adults, stable and affordable housing for families, and utility assistance for seniors, among others. The national network of over 1,000 Community Action agencies serves 99% of America’s counties.

Locally, Franklin and Adams counties are served by SCCAP, which works to create and implement innovative, effective solutions to end poverty through more than 25 programs and initiatives, reaching over 17,000 families each year. Thanks to SCCAP, in 2023:

  • 3,702 households took steps to improve their financial well-being;
  • 632 families received childcare subsidies, education on quality early childhood programming, and resources and referral services;
  • 1,635 people avoided eviction;
  • 20 households decreased their reliance on government benefits;
  • 31 households became self-sufficient (achieving 200% of the federal poverty income guideline);
  • 1,860 women and 5,459 children received food vouchers, health screenings and education through the Special Supplemental Nutrition Program for Women, Infants and Children (WIC);
  • 1,245,292 pounds of produce were distributed to 14,320 individuals through the Gleaning Project; and
  • 347 households received assistance through SCCAP’s weatherization program

“Our communities are better for the contributions SCCAP has made over the last 60 years,” said Franklin County Commissioner Chairman Dean Horst. “Whether it’s through reentry services, homelessness prevention, health and nutrition programs, weatherization efforts, early childhood education or career training, SCCAP has given  our residents opportunities to improve their circumstances and achieve long-term stability in their lives.”

By recognizing Community Action Month, the commissioners are encouraging Franklin County residents and communities to recognize and support the important work SCCAP performs to meet the needs of individuals and families throughout Franklin and Adams counties.
