CHAMBERSBURG–Franklin County Commissioners will meet, June 6, beginning at 10 a.m. in the administration building. The agenda is as follows:

4.01 Vouchers

4.02**Adult Probation – Sixteen Adult Probation Officer vests are expired and are due for replacement. This follows the standard replacement cycle of five years, as outlined in the Officers’ Union contract. The vests are mandatory for field work and planned warrant services to ensure officer safety at a cost $21, 279.68.00, with 17% of this will be paid by Act 77 and the remainder being paid by the general fund.

4.03 Commissioners – Agreement of Lease between the County of Franklin and LBS Properties I, LLC for commercial building space located at 630 Norland Avenue, Chambersburg PA 17201. The leased premises will house Magisterial District Judge 39-2-01: Borough of Chambersburg, Glenn K. Manns at a cost of $60,858.96. In addition, an addendum includes a $15,000 cost to upgrade the HVAC system in order to zone climate control in the building. This will be paid by the general fund.

4.04 Fiscal – Requesting signatures on the 3rd quarter fiscal year 2023-2024 Children and Youth quarterly income and expenditure report. Expenditures totaled $2,833,450.00 resulting in a required County local share of $737,496.00.

4.05 Fiscal – Supplemental appropriations to provide budget for AOPC Security grant to be used to cover security camera system upgrade at MDJ Nicklas’s office (MDJ 04). This grant allows for approved security items to be reimbursed up to the amount of the grant. The grant total is for $22,000.00 total, to be split between Franklin and Fulton Counties. Fulton County’s project spent $3,835.00, leaving $18,165.00 for Franklin County.

4.06 Grants – Agreement between the County of Franklin and Pennsylvania Commission of Crime and Delinquency for a one year, no-cost extension of grant ID 36718; Reentry Housing Specialist. It is currently slated to end 9/30/2024; however, we will not be able to spend the funds down by that deadline. The new deadline request is 9/30/2025.

4.07**Human Services – Amendment to the agreement between County of Franklin and Cumberland County for Pennsylvania Link in Service Area 9. The amendment allows for a budget modification of $4,395 to purchase supplies and materials for community awareness, education, and the promotion of services and resources related to advocacy for those with disabilities and the elderly. The total agreement is $26,561. Funding is provided by the Commonwealth of Pennsylvania, Department of Aging, Link to Aging and Disability Resources (PA Link).

4.08 Juvenile Probation – Agreement between the County of Franklin and the Waynesboro Area School District for the School-Based Juvenile Probation program. The school district agrees to provide $32,658.60 to the County of Franklin for services during the 2024-2025 school year.

4.09 Planning – Fair Housing Resolution required for CDBG Funds. To be signed prior to sending out a Fair Housing Notice.

4.10 Risk Management – Agreement between the County of Franklin and Allcom for the installation and upgrade of camera system for MDJ Nicklas. This will include six new cameras at a cost of $12,868.74. This will be paid by the AOPC grant.

4.11 Appointment – Support letter to appoint Andy Williford to the South Central Workforce Development Board for a term of August 1, 2024 thru July 31, 2027.
