CHAMBERSBURG–Franklin County Commissioners will meet, July 3, beginning at 10 a.m. in the Administration Building, Room 824, 272 N. Second Street, Chambersburg. The agenda is as follows:

    3.01 Vouchers
    3.02**Commissioners – Amendment to the 2022 Help America Vote Act Grant for Election Security to
    extend the deadline for the county to purchase qualifiable items and/or services through December 31,
  4. The original contract with the Commonwealth of Pennsylvania was signed on September 21, 2022.
    The amount of the grant is $12,353.22.
    3.03 Grants – Agreement between the County of Franklin and Melanie G. Snyder for CJAB Strategic
    Planning Services at a cost of $2,000.00. This will be paid by Pennsylvania Commission on Crime and
    Delinquency grant.
    3.04 Juvenile Probation – An agreement between the County of Franklin and The Chambersburg School
    District to provide $66,292.20 to the County to assist in funding the School-Based Juvenile Probation
    Program for the 2024-2025 school year.
    3.05 Tuscarora Managed Care Alliance – Agreement between the County of Franklin and Tuscarora
    Managed Care Alliance (TMCA) to partner with a food bank to purchase fresh, nutritious food. Provider will
    organize the food into distribution packages, coordinate registration of recipients and distribute the food
    packages on a monthly basis. Provider will coordinate with TMCA to verify Medical Assistance eligibility of
    the Veteran or Veteran related household member. Provider will report to TMCA on a monthly basis, in a
    TMCA prescribed format, an accounting of the food packages distributed to the Medical Assistance eligible
    Veteran or Veteran Household units. The County shall be advanced $20,000.00 for the purchase of 2,000
    food distribution packages.
    3.06 Tuscarora Managed Care Alliance – Agreement between the County of Franklin and Tuscarora
    Managed Care Alliance (TMCA) is reimbursing Franklin County for the Recovery Oriented Systems of Care
    Specialist for 25% of position.

  5. Regular Agenda
    4.01 PRESENTATION – June Dress Dress Fundraiser for Waynesboro YMCA
  6. SALARY BOARD
    5.01 Approval of Salary Board minutes from May 22, 2024.
    5.02 The Board will consider increasing the pay of one of the Narcotics Detectives.
    5.03 The Board will consider reclassifying the Assistant District Attorneys.
    5.04 The Board will consider actions increasing the number of hours per week worked by the District
    Attorney support staff from 37.5 hours per week to 40 hours per week.
    5.05 The Board will consider the First Chief Deputy District Attorney position.
    5.06 The Board will consider reclassifying one of the Probation Officer positions to Transfer Coordinator.
    5.07 The Board will consider aligning rates and removing future COLA increases for all DUI School
    instructors.
    5.08 The Board will consider reclassifying the Second Deputy Treasurer.
    5.09 The Board will consider reclassifying the Tax Services Office Assistant to an Administrative Assistant I.
    5.10 The Board will consider an increase in pay grades for the Tax Claim Specialist.
    5.11 The Board will consider increasing pay grades for the Procurement Assistant and Procurement
    Coordinator.
    5.12 The Board will consider the following actions in the Fiscal department: reallocating funding from two
    vacant positions, increasing the pay grades for the Fiscal Officer II, Senior Accountant, Assistant Fiscal
    Director, Accounting Information Systems (AIS) Manager, Assistant Fiscal Director – Human Services,
    Fiscal Officer III, reclassifying one Fiscal Officer II to Fiscal Officer III, and establishing an Accounting
    Manager.
    5.13 The Board will consider actions requested by DES regarding the request to add four part time
    telecommunicator positions to the roster.
    5.15 The Board will consider actions requested by DES regarding the request to create a Temporary E911
    Communications Support Coordinator position for six months.
    5.16 The Board will consider actions requested by DES regarding the salary for Director of Emergency
    Services be increased by $7,500.00 at six months and another salary increase of $7,500.00 at 12 months.
    5.17 The Board will consider actions requested by Human Resources regarding the exemptions from
    minimum wage and overtime pay requirements.

    6.01 Personnel – The Board will consider approval of the job description for First Chief Deputy District
    Attorney.

    Communications Support Coordinator.
    6.03 Personnel – The Board will consider approval of the job description for Deputy Warden of Inmate
    Custody.
    6.04 Personnel – The Board will consider approval of the job description for Transfer Coordinator.
    6.05 Personnel – The Board will consider approval of the job description for Assistant Fiscal Director for
    Human Services.
    6.06 Personnel – The Board will consider approval of the job description for Fiscal Officer II.
    6.07 Personnel – The Board will consider approval of the job description for Fiscal Officer III.
    6.08 Personnel – The Board will consider approval of the job description for Procurement Coordinator.
    6.09 Personnel – The Board will consider approval of the job description for Procurement Assistant.

    In accordance with PA Act notifications, martin and martin, Inc. notified the County of the intent for the
    Borough of Chambersburg for construction of a fishing dock and kayak launch on Dump Road along the
    Conococheague Creek.
