Clapper named director of Franklin County’s planning department

CHAMBERSBURG – Franklin County Commissioners have picked Quentin Clapper as the new director of the county’s planning department. Clapper replaces Steven Thomas, who stepped down from the role earlier this year.

In his new position, Clapper will oversee the operations and administration of the department, including its agricultural land preservation, Community Development Block Grant, transportation and mosquito- and tick-borne disease programs. Additionally, Clapper will manage the county’s community connections department, which  provides supportive services for those who are returning to the community from correctional facilities, as well as those who are homeless, at risk of homelessness or seeking housing stability services.

Clapper began his career with Franklin County in May 2022 as a community planner overseeing the Franklin County Metropolitan Planning Organization. In 2023, he became senior planner and was named Franklin County’s August Employee of the Month. In his position with the county, Clapper sits on and participates in several boards and committees, including South Mountain Partnership’s Leadership Committee and the Capital Resource Conservation and Developmen Area Council’s Board of Directors.

“We are thrilled to announce Quentin as our next planning director,” said Franklin County Commissioner Chairman Dean Horst. “In his brief time with the county, Quentin has repeatedly demonstrated an excellent work ethic and leadership skills, and we are excited to see what the future holds for the planning department under his management.”

A native of Chambersburg, Clapper is a 2014 graduate of Shalom Christian Academy and a 2019 graduate of Shippensburg University with a bachelor’s degree in political science.
