Mr. Richard A. “Dick” Starliper, 87, of Waynesboro, PA passed away Friday, May 16, 2025, at Quincy Village.
Born August 2, 1937 in Chambersburg, PA, he was the son of the late Fred A. and Gail E. (Harmony) Starliper. He lived most of his life in the Waynesboro area.
He graduated from Waynesboro High School with the Class of 1955.
Mr. Starliper served in the United States Army Reserves and was called to active duty in the United States Army during the Korean Conflict. Following his discharge, he was reinstated with the United States Army Reserves 357th Transportation Company, Greencastle, PA.
He and his wife, the late Nancy (Kennedy) Starliper, were married on April 21, 1963 in Chambersburg. Mrs. Starliper died on August 6, 1998.
In his early life, Mr. Starliper worked for First National Bank of Waynesboro. He later became an executive at First National Bank of Fairfield. Starting in 1974, he worked at the former Landis Tool Company, Waynesboro, in the accounting department.
He retired after more than 20 years of service.
He was a longtime active member of Faith United Methodist Church, Waynesboro, where he served as the Chairman of the Administrative Board and Council on Ministries. He also served as treasurer of the Trustees of the church, taught Sunday School for many years, served as Sunday School Superintendent, served on the finance committee and was a member and past president of the Married Couples Sunday School Class. Dick was also a member of Eagles Club, Inc., National AARP, as well a member and Past President of the Waynesboro Lions Club and served as Regional and Zion Chairperson of Lions International.
Mr. Starliper served on the Waynesboro Borough Council from 1980 thru 1989. He was reinstated in 1996 and also served as Council President for many years. He was currently serving as the Mayor of Waynesboro, a position he has held continuously since 2006.
He is survived by two daughters, Laura E. Kiessling and her husband, John of Chambersburg and Lisa K. Starliper and her wife, Jennifer Mullane of Alameda, CA; and two granddaughters, Samantha Kiessling and Kai Kiessling.
Services will be held at 11:00 A.M., Thursday, May 22, 2025 in Grove-Bowersox Funeral Home, 50 S. Broad St., Waynesboro with Rev. Steve Sheldon officiating. Burial will follow in Green Hill Cemetery, Waynesboro, where military graveside honors will be conducted by the honor guard of Charles Nitterhouse V.F.W. Post #1599, Chambersburg.
The family will receive friends from 5:00 P.M. until 8:00 P.M., Wednesday evening, in the funeral home.
